    How can any calculations be taken seriously when Bush hasn't even laid out his plan yet?

    How can any calculations be taken seriously when Bush hasn't even laid out his plan yet?He has certainly laid out significant parts of his plan, although he has indicated that Congress should develop the details in order to bring enough votes together for it to pass in both houses.
